An FFL transfer is how you legally buy a handgun online. Instead of shipping to your house, the gun ships to a licensed dealer near you, and you pick it up there after a quick background check. It sounds like extra work, but most people are in and out of the gun shop in 20 minutes.
This guide walks through the whole FFL transfer process, what it costs, what to bring and the mistakes to avoid.

What is an FFL transfer?
FFL stands for Federal Firearms License. Gun shops, pawn shops, sporting goods stores and some home-based dealers hold one. Federal law says a handgun sold online has to go to a licensed dealer, not straight to the buyer.
When your pistol arrives, the dealer logs it into their records, has you fill out ATF Form 4473, runs your background check and hands it over once you are approved. That whole process is the FFL transfer.
How to buy a handgun online in 4 steps
- Find a local FFL dealer. Call a gun shop near you and ask if they accept transfers from online stores and what they charge.
- Place your order. Pick your SCCY pistol and enter your dealer’s name, address and phone number at checkout.
- We ship to your dealer. Once we have their license on file, your pistol ships insured with an adult signature required.
- Pick it up. Bring a valid government photo ID, fill out the Form 4473, pass the background check and take it home.
How much does an FFL transfer cost?
Your dealer sets the fee. Most charge somewhere between $20 and $50 per gun. Some states add a background check fee on top. Always call ahead and ask, so there are no surprises at pickup.
What to bring to your FFL transfer
- A valid, current government-issued photo ID, such as a driver’s license.
- Proof of current address if your ID shows an old one, for example a vehicle registration or voter card.
- Any state permit your state requires to buy a handgun.
- Cash or a card for the dealer’s transfer fee.
Who can buy a handgun
- You must be at least 21 years old to buy a handgun from a licensed dealer.
- You must be legally allowed to own a firearm under federal and state law.
- You must be buying the gun for yourself. Buying for someone else who cannot legally buy it is a straw purchase and a federal crime.

State and local FFL transfer rules
Some states and cities have their own rules, like approved-handgun rosters, magazine limits, permits to purchase or waiting periods. It is your job to know the laws where you live, and your local dealer is a great resource. If we cannot legally ship a pistol to your area, we cancel the order and refund you in full.
Common FFL transfer mistakes to avoid
- Not calling the dealer first. Some shops do not accept online transfers, or charge more than you expect.
- Entering the wrong dealer details. Double-check the name and address against their license.
- Bringing an ID with an old address and no proof of your current one.
- Ordering a model your state does not allow.
